RULES AND BY-LAWS
OF
UAW, LOCAL 450, DES MOINES, IOWA
ARTICLE I
This Union shall be known as Local No. 450 of the International Union, United Automobile, Aerospace and Agricultural Implement Workers of America, (UAW).
ARTICLE II
The Constitution of this organization shall be the International Union, UAW, and the By-Laws of the Local Union shall at all times be subordinate and subject to the provisions of the Constitution of the International Union as such Constitution now exists which may be from time-to-time hereafter be altered or amended; and in the event of any conflict the Constitution of the International Union shall govern.
ARTICLE III
Fiscal Year
The fiscal year of this Local Union shall begin on January 1, and end on December 31.
ARTICLE IV
Objective
The objective of this Local shall be to unite into one Union, regardless of religion, race, creed, color, sex, political affiliation or nationality, all employees of the John Deere Des Moines Works; to improve the condition and protect the interests of the workers by establishing a wage in accordance with the desires of its members, regulating the hours of labor and securing better working conditions for all; to educate its members to avail themselves of the opportunities in their industrial

position and to build up a perfect and impregnable labor union for the purpose of securing and maintaining these in the interest of labor; to encourage and promote the sale and purchase of Union labeled merchandise at all times; to promote these objectives, we pledge ourselves to cooperate and deal fairly with management and to comply with the laws of our nation and the International Union. We pledge ourselves to establish justice for the worker and to support such measures as are necessary to obtain objectives.
ARTICLE V
Membership Meetings
Section 1. Local Union membership meeting shall be held the third Saturday of each month. The meeting will start at 9:00 AM. Any change in meeting shall be designated by a two-thirds vote of those at a regular business meeting.
Section 2. A special meeting of the Local Union may be called upon request submitted by fifty (50) members in good standing to the President of the Local Union. The request must be in writing and shall state clearly the purpose for which the meeting is called, and no other business shall be transacted on this occasion. However, in cases of special emergency, the Executive Board is empowered by a majority vote to call special meetings.
Section 3. In the event of special meetings, all members must be notified at least twenty-four (24) hours in advance, by bulletin board, hand billing and/or letter prior to the meeting.
Section 4. Ten (10) members in good standing shall constitute a quorum for regular meeting and special meeting.

Section 5. A majority of the Executive Board shall constitute a quorum, and a special meeting of the Executive Board may be called by the President either in writing or other proper notification to all members of the Executive Board, or upon petition of the majority of the Executive Board to the President of the Local Union.
Section 6. Voting shall be by raise of hands at any general membership meeting unless otherwise deemed by a majority vote of the membership at said meeting.
Section 7. Any member who attends a meeting in an intoxicated condition and/or creates a disturbance or becomes unruly shall lose voice and their right to vote at said meeting. Where necessary to maintain order, the member may be evicted from the meeting by order of the Chairperson subject to the challenge of the membership. Flagrant or persistent violation of this section by any member shall be conduct unbecoming a union member.
Section 8. Any member desiring to leave the meeting shall receive permission of the Chairperson.
Section 9. Roberts Rule of Order shall govern all meetings. All decisions shall be by majority vote of those present and voting, unless provided for otherwise in the International Constitution of the UAW, or by these By-Laws.
ARTICLE VI
Powers of Administration
Section 1. The membership is the highest authority of this Local Union and shall be empowered to take or direct any action not
inconsistent with the Constitution or By-Laws.

Section 2. Between membership meetings, the Executive Board shall be the highest authority of the Local Union and shall be empowered to act on behalf of the membership to the extent urgent business require prompt and decisive action, subject to subsequent membership approval, but the Executive Board may not take action affecting the vital interest of the Local Union without prior membership approval or authorization.
Section 3. Between meetings of the Executive Board, the President shall exercise general administrative authority and shall be empowered to act on behalf of, and take action permitted to the Executive Board, subject to subsequent approval of the Executive Board.
ARTICLE VII
Membership
Section 1. The membership of this Local No. 450 shall consist of all workers employed in or around the John Deere Des Moines Works over whom this Local Union has jurisdiction and who are eligible for membership in the UAW.
Section 2. Members of this Local Union who are promoted to positions directing company policy or having authority to hire and discharge workers, shall be issued withdrawal cards. “Should a holder of a withdrawal card desire to deposit such card, if eligible under the Constitution, their card shall be accepted, and their membership shall start anew. They will be required to pay the current month’s dues, but they shall not be required to sign a new membership application card or take another membership oath.”
Section 3. Any member in good standing who
shall become totally incapacitated by accident,
or illness shall be granted “out of work

receipts" and governed by the International Constitution provisions continuing during incapacity.
Section 4. It is desirable for all members of Local 450 to be initiated at a general membership meeting; however, this shall not bar a member from being declared a member in good standing.
Section 5. Any Local Union Officer, Committee person, or Shop Steward offered a personnel or labor relations position with management shall secure permission from their Local Union before accepting such position in order to be entitled to an honorable withdrawal transfer card. Members violating this section shall be subject to expulsion from the Union.
Section 6. Each member in good standing of this Local Union has the right to nominate and vote, express opinions on all subjects before the Local Union, to attend all membership meetings and express views, arguments and opinions on all matters and business, including candidates for office, properly before the meeting; to meet and assemble freely with other members and generally to participate in the activities of the Local Union to a responsible manner consistent with good conscience in order to present and discuss factually and honestly the issues and personalities upon which the membership must base its decisions. These rights shall at all times be subject to the rules of procedure governing meetings and other uniform rules and regulations contained in the Constitution, By-Laws and other official rules of the Local Union.
A member in exercising the foregoing rights and privileges shall not take any irresponsible action which would tend to jeopardize or destroy, or be detrimental to either the Local
or the International Unions as organizations, or their free democratic heritage, which would

interfere with the performance by this Local Union or the International Union of its legal or contractual obligations as a collective bargaining agent, or interfere with the legal contractual obligations of the Local Union as an affiliate of the International Union.Violation or abuse of these rights and privileges of membership, or engaging in conduct prohibited by this section, shall be considered conduct unbecoming a union member.
Section 7. The membership shall strive to obtain the objectives set forth in the International Constitution and additional objectives as established as the policy of the International Union; to maintain free relations with other organizations; to do all in its power to strengthen and promote the labor movement; to cooperate with Regional Board Members, the International Representatives and help promote organizational activities.
ARTICLE VIII
Installation Ceremonies
Initiation ceremonies from Local 450 UAW shall be provided in the International Constitution.
ARTICLE IX
Duties of Members
Section 1. A membership card shall be provided and given to each member.
Section 2. The membership cards shall be checked at each meeting by the Guide or Sergeant-at-Arms to see that only members of Local 450 are eligible to attend such meeting.
Section 3. It shall be the duty of each and every member of this Union to sustain its officers in the proper discharge of their duties.

Section 4. It shall be the duty of each member to participate in all Local, State, and Federal elections through registration and balloting.
ARTICLE X
Local Union Officers
Section 1. Only the following officers shall comprise the Executive Board of Local Union No. 450:

First (1st) Vice President

Guide
Three (3) Trustees
Financial Secretary-Treasurer
Recording Secretary
Retired Workers Chairperson
and shall meet at 4:00PM the Tuesday preceding the General Membership meeting of each month. The Shop Committee Chairperson/delegate is allowed to attend Executive Board meetings and have a voice as a non-voting member.
Section 2. The Trustees shall elect their own Chairperson after each regular election of officers.
Section 3. (a) Vacancies that occur in any Executive Office, other than President, shall be filled within sixty (60) days after the vacancy was created. During the interim sixty (60) day period, the Executive Board shall appoint a member in good standing to fill the temporary
vacancy. (b) Any such special election shall be in accordance with Article 38, Section 2 of the International Constitution.

ARTICLE XI
Nominations and Election of
Officers and Stewards
Section 1. (a) Nominations of Officers and Committee Representatives shall be held at the first regular meeting in April; elections to be in May and installation of officers shall be held at the first regular meeting following election, as provided in the UAW Constitution.
(b) Local 450 shall have at least two (2) negotiators, one (1) being the Chairperson of the Bargaining Committee, who will be the chief negotiator for the Local, and the other being the President who will also serve as the Benefits Representative of the Local Union during their term in office. Prior to the opening of negotiations of each new contract, the Executive Board and Bargaining Committee shall meet to review the need for an additional negotiator. If it is determined at this meeting an additional negotiator is required to meet the needs of the membership, one will be selected from the Bargaining Committee by a majority vote of the Executive Board and Bargaining Committee members.
Section 2. No Member shall be nominated and elected to any Local Union office without accepting or declining in person at the membership meeting or by letter by 3:30PM the Friday following nominations.
Section 3. Department steward elections will be held within thirty (30) days following the installation of the Local Union Officers, by members they represent.
(a) The department stewards’ elections will be held by the Shop Committee Representatives.
(b) All department stewards may be recalled
by the members they represent for failure to perform the duties of their office. A valid petition setting forth specific complaints of

the Shop Stewards failure to perform the duties
of this office shall be signed by the members they represent. The Shop Steward so complained against shall receive notification of the specific complaints. Upon the filing of such a petition with the Local Union a special meeting for recall shall be held of which due notification shall be given. Two-thirds (2/3) vote of the members present at such a special meeting shall be required to recall. A valid petition should carry signature of 50% of the members whom the Shop Steward represents. A quorum for such a meeting shall be 50% of the members they represent.
(c) In the case a Departmental Steward vacates their position, there will be a special election to fill the opening if the term has over one (1) year left. If under one (1) year, the Jurisdictional Committeeperson will appoint an interim Departmental Steward.
Section 4. (a) The Bargaining Committee shall be democratically elected at the same time as officers of the Local Union and they may be recalled as set forth in Article 45, Section 3 of the International Constitution. The Chairperson shall be unanimously elected by the Shop Committee. If the Committee cannot make a unanimous decision, an election will be held before the next Regular Meeting. The Committee person with the most membership votes will be Chairperson. The Chairperson may be recalled by two-thirds (2/3) vote of the committee for failure to perform the duties of their office. Members of the Executive Board, except the President, two (2) Vice Presidents, Recording Secretary, Financial Secretary, Union Safety Representative and Union Time Study may run for the Committee.(b) The First (1st) Alternate Committee person shall be the fifth (5th) vote getter on the Bargaining Committee ballot. The Second (2nd) Alternate Committee person shall be the sixth (6th) vote getter on the Bargaining Committee

ballot. The Third (3rd) Alternate Committee
person shall be the seventh (7th) vote getter on the Bargaining Committee ballot. And et cetera.
(c) All Shop Committee representatives may be recalled by the members they represent for failure to perform the duties of their office. A valid petition setting forth specific complaints of the Committee persons failure to perform the duties of this office shall be signed by the members they represent. The Committee person so complained against shall receive notification of the specific complaints. Upon the filing of such a petition with the Local Union, a special meeting for recall shall be held of which due notification shall be given. Two-thirds (2/3) vote of the members present at such a special meeting shall be required to recall. For purposes of a jurisdictional recall, a valid petition should carry signatures of 50% of the members whom the Committee person represents. A quorum for such a meeting shall be 50% of the members they represent. For purposes of removal of office, a valid petition should carry 50% of the members of the Local Union. A quorum of such a meeting shall be 50% of the Local Union.
(d)In the case of a Shop Committee person resigning, there will be a special election if the term has over one (1) year left to fill the opening. If under one (1) year, the Alternate Committee person will be moved up in chronological order.
Section 5. Term of Local Union Officers shall be in accordance with the Constitution of the International Union.
Section 6. The eligibility for Executive Offices, Bargaining Committee, Stewards and Non-Executive Office or Committee shall be governed as follows:
Executive office – Continuous good standing of one year prior to nomination.

Committee Representatives – Continuous good
standing of one year prior to nomination.
Steward – Continuous good standing of seven (7) months prior to nomination.
Non-Executive office and Shop Committee (Deere Council, Pension Board, Safety Committee, Election Committee, Ag. Imp. Council, Drug & Alcohol Committee, Skilled Trades Committee, etc.) – Continuous good standing for seven (7) months prior to nomination.
Section 7. (a) Three (3) members of the Pension Board shall be elected at the completion of negotiations of all new contracts. At least one member of the previous Pension Board shall be re-elected. The Chairperson of the Pension Board will be elected by the Pension Board.
(b) Local 450 shall have the services of a two (2) member Drug and Alcohol Abuse Committee, one being an automatic member from the Bargaining Committee, this member being elected by the Committee, and the other member being nominated at the regular monthly meeting in June
following the General Election with the election at a time and date approved by the membership.
(c) The number of delegates to the Deere Council will be determined by Article VIII, Section 1 of the Deere Council By-Laws. The Shop Chair and the President of Local 450 will be automatic delegates and they will be included in the allotted number. The remainder of delegates to be elected.
(d) Two (2) delegates to the Ag. Imp. will be elected.
(e) Nominations of Council delegates will be held at the regular monthly meeting in June following the General Election. The elections of Council delegates will be at a time and date
approved by the membership.
Section 8. Executive officers shall be elected by majority vote. Shop Committee
Representatives and Stewards shall be elected by plurality vote.

Section 9. Structure and duties of
Election Committee:
(a) All elections shall be held under the supervision of a democratically elected Election Committee. The Election Committee shall be composed of three (3) members to conduct all phases of the election. Each member desiring to vote must sign an affidavit that they are a member in good standing and shall be checked off against the check off list before voting.
(b) The Election Committee shall be nominated at the regular meeting in February of the election year and elected in March of the election year at a time and date approved by the membership. Election Committee shall elect their Chairperson.
(c) No member of the Election Committee shall take any active part in the election of any candidate during the period of any election other than their official duties as a member of the committee.
(d) All members of the Union Local 450 who
are candidates for Election shall have their names placed in a box or container and drawn from a box or container by the Chairperson of the Election Committee and shall appear on the ballot in the order in which the names are drawn.
(e) It shall be the duty of the committee
to order the printing of all official ballots and sample ballots, and sample ballots shall be sent to each candidate.
(f) It shall be the duty of the member in charge of voting places to inspect voting booths at regular intervals and to clean out slates, papers, and other materials that may be found, also to inspect pencils and replace if necessary.
(g) No one except Election Committee members, challengers, and voters who have yet to vote, shall be allowed in any place designated
as a voting place.
(h) No election literature shall be
distributed within the Polling Place or within

sixty (60) feet of the building.
(i) Ballots bearing more votes than required by an office shall be valid except the office for which the excess votes were cast, which will be counted.
(j) Ballots bearing identification marks or writing shall be considered void. Any ballot which clearly indicates the intention of the voter and does not bear any mark of identification shall be considered valid.
(k) Any voter in line at the polls at the time of closing will be permitted to vote.
(l) All ballots shall be counted at the Local Union Office immediately after the closing of the polls; such ballots will be counted in block and no attempt shall be made to segregate the various shifts or units vote.
(m) After counting is completed, election results shall be announced and signed by the Election Committee and placed in a conspicuous place in the Local Union Hall and in every shop unit.
(n) Any candidate desiring recount must file a written petition to the Election Committee within five (5) days of receipt of the election results. Such petition must briefly state the reason for a recount.
(o) At the first Local Union meeting following an election, the Chairperson of the
Election Committee shall present a complete report. After the acceptance of the report, ballots shall be impounded for a period of at least one year (365 days) unless there is an appeal, then the ballots must be preserved indefinitely.
(p) In case of run-off election, such an election or elections shall be held immediately preceding the next regular monthly meeting by the Election Committee.
ARTICLE XII
Duties of Officers
Section 1. Duties of the President:

(a) The duties shall be as provided in the
International Constitution and Local Union
By-Laws.
(b) A report shall be made at every general membership meeting of the affairs and standing of the Local and shall submit a written yearly report to the general membership of the Local.
(c) The President shall appoint all Standing Committees (with approval of the Executive Board) that are outlined in these By-Laws except the committees that are elected. The President shall also have the power to remove any member of a standing committee (with the approval of the Executive Board) who is not carrying out the duties of their committee except the committees that are elected.
(d) Between sessions of the Local Executive
Board the President shall carry out the instructions of the Local Executive Board and shall have authority to direct the working of the Local within the provisions of the International Constitution and the Local Union By-Laws and shall report any acts to the Local Executive Board and the general membership at the regular monthly meetings.
(e) In the event that any immediate important decisions are to be made which affect the interests of the Local Union, and it is
impossible or impractical to call a special meeting of the Executive Board, then it shall be the duty of the President to obtain advice of the Local Officers before making such important decisions.
(f) The Local Union President or designee shall serve as a member of the governing board of the Local Union Retired Worker Chapter, with voice and vote, as per International Constitution Article 55, Section 1, Paragraph C.
Section 2. Duties of the First (1st) and Second (2nd) Vice Presidents:
(a) First (1st) Vice President: In case of
a vacancy in the Local Union Presidency, the 1st
Vice President shall fill the vacancy until the

expiration of the term of office and be
empowered to sign checks in the absence of the President, also chair all meetings of the
membership and Executive Board in the absence of
the President and shall assist the President in the normal functions of the Local Union.
(b) Second (2nd) Vice President shall chair all meetings of the membership and Executive Board in the absence of the President and 1st Vice President and assist the President in the normal functions of the Local Union.
(c) Both Vice Presidents shall see that all committees are functioning properly.
Section 3. Duties of the Financial Secretary-Treasurer:
(a) The duties of the Financial Secretary-Treasurer shall be as outlined in the International Constitution.
(b) The Financial Secretary-Treasurer, President, the Vice Presidents, and Chair of the Trustees shall be bonded as provided in the International Constitution.
Section 4. (a) All bills shall be authorized by the signature of the President and Recording Secretary and approved by the Executive Board at their next regular meeting.
(b) No bill may be presented to the membership which have not first been presented to the Executive Board.
(c) No bills for salaries, wages, services, expenses, or equipment shall be paid for until they have been presented to the President and the Recording Secretary on the proper form and approved by the Executive Board.
(d) President, Vice Presidents and Financial Secretary-Treasurer are authorized to
sign checks. Checks shall have two (2)
signatures. In the absence of the President,
the Vice President will sign checks. And in the
absence of the Financial Secretary-Treasurer, the Chairperson of the Trustees will be

authorized to sign checks.
Section 5. Minutes shall be taken of all Executive Board Meetings by the Recording
Secretary.
Section 6. All decisions and recommendations of the Executive Board shall be referred to the next regular meeting.
Section 7. It shall be the duty of all Executive Board members to attend the Local membership meetings.
Section 8. The Executive Board, Bargaining Committee, Alternate Committee people and Stewards shall sign an attendance record at all regular called meetings and shall be excused only for just cause, from attending such meetings by the Excuse Committee.
Section 9. All members of this Local Union holding an elected position, the Continuous Improvement Representative, the Safety Committee Chairperson, and the Time Study Representative are required to attend:
1. Two out of every consecutive three membership meetings, unless officially excused for cause by the Local Union Excuse Committee.
2. Two out of every consecutive three meetings other than membership meetings expected of their respective office position, unless officially excused for cause by the Local Union Excuse Committee.
3. Failure of any elected official to comply with the above attendance rules shall result in automatic removal from their
respective office or position, and they shall not be permitted to run for any elective office for the balance of the term of office from which
they were removed, except as a delegate to the
International Constitution Convention.

ARTICLE XIII
Trial of Members
Section 1. Trial of members shall be conducted as set forth in the International
Constitution of the UAW.
Section 2. A trial committee shall be selected as provided for in the Constitution of the International Union.
ARTICLE XIV
Standing Committees
Section 1. It shall be mandatory for Local 450 to have the following Standing Committees:

7. Recreation
8. Building
9. Pension
10. Retired Members
11. Blood Bank Committee
12. Excuse Committee
13. Conservation and Recreation

15. Skilled Trades Committee
16. Women's Committee
17. Veterans Committee
18. Chaplain
19. Motorcycle Riders
Section 2. Members of the above standing committees with the exception of the Pension Board, and Skilled Trades Committee shall be
appointed by the President and approved by the Executive Board of the Local Union. It shall be the duty of each Executive Board member assigned by the President to assist the committee that
they have been assigned to work with such

committee to see that it properly functions.
Section 3. The Chairperson of all standing committees except the Pension Board and the Skilled Trades Committee shall be designated by the President and approved by the Executive Board of the Local Union.
Section 4. Local 450 shall also have the service of a three (3) member Safety Committee. The Chairperson will be appointed as set forth
in Section 5 of this Article. The other two (2)
Safety Committee members will be elected at the time of the general election. If a vacancy occurs in the elected positions during the three (3) years between general elections, it shall be filled by the next highest vote recipient.
In the event that a vacancy should occur with the position of Safety Committee Chairperson, that position shall be temporarily filled by the Alternate Chairperson. Within ninety (90) days the selection of a permanent Safety Chairperson shall take place as set forth in Section 5 of this article.
Section 5. The Executive Board and Shop Committee will jointly appoint the Safety Committee Chairperson and the Union Time Study Representatives in a manner which conforms to the Labor Agreement.
A joint meeting of the Executive Board and
Shop Committee will be held within ninety (90) days following the installation of Officers and Shop Committee persons. The purpose of this meeting will be to review the performance of the
then current Safety Committee Chairperson and
Union Time Study Representatives. Following this review, a determination will be made to
retain the then current Safety Committee Chairperson or Union Time Study Representative
or proceed with the selection and training of a new appointee.
The membership will be duly notified of any
opening for Safety Committee Chairperson or

Union Time Study Representative by posting on
Union bulletin boards in the factory and articles in the Local's newsletter. Any member interested in the vacancy shall fill out a request at the Union Hall. The Executive Board and Shop Committee will jointly interview and vote on the selection of any Union Safety Representative or Union Time Study Representatives.
Section 6. These committees shall perform all duties assigned to them by the Constitution and By-Laws and such additional duties as they may be directed to perform from time to time by the Executive Board or Membership.
Section 7. (a) The Skilled Trades Committee will consist of three (3) members. Nominations of Skilled Trades delegates will be held at the regular monthly meeting in June following the General Election with the election of Skilled Trades delegates at a time and date approved by the membership. The Chairperson
will be selected by the Committee members
running and holding office on the Committee must qualify to receive a UAW Journeyman's Card and be working in a UAW Skilled Trades classification.
(b) The number of delegates will be determined by Article IV, Section 1,2, and 3 of the UAW Ag. Imp. Skilled Trades Sub Council By-Laws.
(c) Persons eligible to nominate and to
vote must be in the Skilled Trades Classification that is recognized by Local 450
UAW and John Deere Des Moines Works.
ARTICLE XV
Shop Committee
Section 1. The Bargaining Committee will work under the direction of the Chairperson and
shall devote full time to the discharge of their
duties as outlined in the Labor Agreement and

the principle of our Union. They shall make a
report to the Chairperson, who in turn shall make a report at the regular Executive Board and membership meetings.
ARTICLE XVI
Departmental Stewards
Section 1. Departmental Stewards shall take up all grievances as per regular procedure.
They shall keep watch for all violations of our contract and principles of our Union. They shall not turn any grievance over to the Bargaining Committee until they have made an effort to settle same.
Section 2. Stewards must attend a regular stewards meeting which shall be held the third (3rd) Saturday of each month at 8:00AM for all Stewards.
Section 3. If a member resigns as Steward in a jurisdictional area, for reasons other than
to accept an elected or appointed Union position, or by accepting an open job, job bid or by exercising their choice of shift, the member will be ineligible to run for that same position until after the election of a new Steward for the jurisdictional area has been held.
ARTICLE XVII
Grievances
Section 1. Any member of the UAW Local
Union No. 450 having a grievance must go through the regular procedure. If the departmental steward refuses or fails to take proper care of the grievance, the member involved must report the stewards failure to comply with the request of the Union member to the Bargaining Committee.
Section 2. If the Departmental Steward is

in doubt as to whether a grievance is just or not, they shall consult the Bargaining Committee. If the committee cannot reach a conclusion regarding the grievance, it shall then be brought before the Executive Board and
the Local Union at the next regular meeting or special meeting, as the case may be.
ARTICLE XVIII
Appeals
Section 1. Any member who is dissatisfied with the action or decision of the Local Union
or any representative thereof, other than the action or decision of the membership of the Local Union shall take their appeal or complaint to the Local Union Recording Secretary within sixty (60) days as permitted by Article 33,
Section 2 of the Constitution.
Section 2. The Executive Board shall refer the matter to the Bargaining Committee (or
Stewards Council) if it involves collective
bargaining. Otherwise, the Executive Board shall consider the matter itself.
Section 3. Whichever of these bodies the matter is referred to shall consult with the grievant, permit them full opportunity to be heard and shall reach a decision.
Section 4. Within thirty (30) days of receiving a notice of such a decision, the grievant, if wishing to appeal further, shall
submit their appeal to the Recording Secretary in writing for consideration by the earliest possible membership meeting.
ARTICLE XIX
Finances
Section 1. The initiation fee shall be as
provided in the International Constitution. The

initiation fee, no part of which shall be considered as a Local Union fine, shall be ten dollars ($10.00) for membership in a Local Union
of the International Union except the men and women returning from service in the armed forces shall be exempt from payment of initiation fee upon presentation of military discharge papers to the Local Union Financial Secretary within one year of date of their discharge. One dollar ($1.00) of each initiation fee shall be forwarded to the International Union Secretary-Treasurer.
Section 2. The reinstatement fee shall be fifteen dollars ($15.00) plus all back dues for each delinquent month the member shall have paid if they are kept in good standing in the
Local Union and shall include the current months dues. All reinstatements shall be completed within ninety (90) days of their beginning. If not complete within this period, all money may be forfeited.
Section 3. All dues are payable on or before the first day of each month to the Financial Secretary of the Local Union. The dues each member pays shall be in accordance with the Constitution of the International Union. Other per capita tax will be as per the Constitution of the International Union.
Section 4. All dues assessed by the Local shall go into the Local General Fund, except one
($1.00) dollar per member per month, which shall go into the Building Corporation Fund and ($1.00) per member per month, which shall go into the Education Fund.
Section 5. The Executive Board shall be empowered to spend in emergency conditions not to exceed five hundred dollars ($500.00).
Section 6. The President of the Local
shall receive $25.00 expenses per week for

performing the duties as President.
Section 7. The Recording Secretary of the
Local shall receive $15.00 expenses per week for
performing the duties as Recording Secretary.
Section 8. The Financial Secretary of the Local shall receive $15.00 expenses per week for performing the duties as Financial Secretary.
Section 9. The Chairperson of the Bargaining Committee shall receive $25.00 expenses per week for performing the duties as Chairperson of the Committee.
Section 10. The Chairperson of the Retirees Chapter shall receive $45.00 expenses per month for performing the duties as Chairperson of the Retirees.
Section 11. (a) Local Union member will be
compensated for lost time spent on union business at an hourly rate equal to their average straight time hourly earnings, but no overtime will be paid for lost time. With the exception to the Election Committee to be paid straight time during polling hours. Hourly earning calculations will be performed using members' most recent Regular/SUB dues posting.
(b) A Local Union member shall be
compensated for all lost premiums pay when a member is called out of the plant on Union business and loses their premium pay, will be
compensated by the Local on an overtime situation other than Saturday or Sunday.
(c)Lost time to be spent out of the plant on Union business must be arranged for in advance by getting permission from the President and/or Recording Secretary to leave the plant. Request for lost time shall state their reason and the approximate time to be spent. The only exception to the above shall be lost time for
the Officers that are required to attend regular
membership meetings.

Section 12. The Local Union shall pay a
representative or member lost time only when that representative or member is performing necessary duties for and on behalf of the Local
Union during a time for which they would otherwise be compensated by the employer. The amount of lost time should never exceed the amount which the Local Union Representative or member would otherwise have received from their employer for the same period of time for which they are being compensated by the Local Union.
Section 13. A dispute over the matter of the amount shall be determined by the Union at
the next regular meeting after said dispute has arisen.
Section 14. Expenses will be as follows:
(a) Delegates or duly authorized members attending council or meetings on behalf of the
Local Union outside of Des Moines shall receive expense money for meals to be paid in accordance with the I.R.S. Region guidelines and not to exceed the latest Administration letter from the President’s Office of the International Union.
(b)Mileage is to be paid at the rate of
sixty-two and a half cents ($.625) per
mile or the maximum rate allowed by the Federal Internal Revenue Service from the Union Hall for use of car or coach fare. When traveling by air, the Local shall reimburse the member 1 bag fee to and from if traveling less than 6 nights. If
traveling more than 6 nights, then the member
may have 2 bag fees. Unless absolutely
unavailable, method of transportation to be determined by the Executive Board. The Local shall also pay for parking fees in economy parking upon receipt of parking lot tickets.
(c)The expenses at the Pat Greathouse Center in Ottawa, Illinois will be paid at the going rate charged by the Center.
(d) Delegates or duly authorized members attending council or meetings on behalf of the

Local Union in the city of Des Moines shall receive $10.00 per day for meals.
(e) Delegates or duly authorized members attending evening council or meetings on behalf of the Local, outside of a 40-mile radius of Des Moines shall receive $10.00 for meals.
(f) Delegates or duly authorized members attending council or meetings on behalf of the Local Union who must be absent from the plant
Monday through Friday shall be reimbursed for lost Earned Bonus Hour (E.B.H.) time.
Section 15. Local Union Officers and
members shall be entitled to the same bonus and vacation plan allowed in the contract if they have sufficient time on Local Union business
lost time) to disrupt their vacation or bonus
pay allowance from their respective shops. Refer to the member’s current contract agreement
for the formulas established for bonus and
vacation plans. (Vacation Make-up, Annual Lump
Sum, Profit Sharing, Christmas Make-up Pay, and 401K Company match.
Section 16. All new members shall receive a T-shirt and a hat when signing up for the Union when returning a voucher card to the Union Hall.
Section 17. When there is a member traveling out of town and a family death occurs or emergency, the Local will do within its means
to get the member back from Union business.
ARTICLE XX
General
Section 1. When a member willfully destroys or damages any of the Local Union's property, they shall be required to pay for same.
Section 2. No raffles, merchandise sales or games of chances will be allowed in the Local

Union Headquarters only upon the Local Union's Sanction.
Section 3. Any member of Local Union No. 450 UAW, who does not conduct themselves as a becoming Union member, shall upon being reported to the Executive Board or Local Union be disciplined according to the Constitution of the
International Union.
Section 4. All Local Union Officers, Committees, Stewards and other members handling funds or other property of the Union shall at the completion of their duties, turn over all papers, documents, funds and/or Union property
to the properly constituted Local Union Officers.
Section 5, Lease and Long Term Agreement.
No agent or official of the Local Union is authorized to execute a real estate lease, deed, service or maintenance contract or other long term agreement unless the proposed agreement has been reviewed by an outside expert or attorney and approved by the Local Union Executive Board.
ARTICLE XXI
Convention Delegates
Section 1. Delegates to Conventions shall be elected from the membership of the Union.
Section 2. (a) Delegates shall be nominated at the Union's regular business meeting after receipt of the convention call from the General Secretary-Treasurer of the International Union, and at least seven (7) days shall elapse between the nomination of the delegates and the date the election shall take place.
At least seven (7) days shall elapse between the time of nomination of delegates and the date the

election shall take place. All members shall be duly notified, at least fifteen (15) days in advance, of the time and place of the said election and the hours the polls will be open. Each member shall personally cast their vote at the polls with the exception of
the absentee ballots cast pursuant to this Constitution and applicable Local Union procedure.
Section 3. The person or persons receiving the highest number of votes cast shall be declared elected, if the person or persons
receiving the highest number of votes cast is
unable to attend the Convention, Councils, or Negotiations then the person or persons receiving the next highest vote will be the alternate.
ARTICLE XXII
Order of Business
"I now declare this meeting of Local Union
No. 450 of the International Union, United
Automobile, Aerospace and Agricultural Implement
Workers of American (UAW) open for the transaction of such business as may properly come before it."
The following order of business is suggested but may be altered to suit the requirements of the Local Union.
1. Signing in of Officers and Stewards on an attendance record.
2. Reading of the minutes of the previous meeting.
3. Applications for membership.
4. Voting on applications.
5. Initiation of Candidates.
6. Report of Financial Secretary and/or Treasurer.
7. Report of Officers, Committees and Delegates.
8. Communications and bills.

9. Unfinished Business.
10. Good and Welfare.
11. Does anyone know of a member out of
work or in distress.
12. New Business.
13. Closing (All questions of parliamentary nature shall be decided by Roberts Rule of Order.)
ARTICLE XXIII
Strikes and Strike Committee
All strikes shall be called or terminated only in strict conformance of Article 50 of the International Constitution.
ARTICLE XXIV
Amendments
Section 1. These By-Laws may be amended by presenting a motion in writing setting forth the amendments sought to change at a membership
meeting. The motion shall be read at that meeting and referred to the Constitution and By-
Laws Committee. This committee shall discuss the amendment and check if it is within the constitution guidelines. If the amendment is within the guidelines, a notice shall be posted and acted on at the next regular union meeting. If approved by two-thirds (2/3) of the membership vote, the amendment shall be considered adopted by the membership.
Section 2. Notwithstanding the foregoing, these By-Laws may be amended by unanimous action of the membership present at the first meeting where they are presented without the necessity of being referred back to a subsequent membership meeting if the notice of such a
subsequent membership meeting clearly sets forth that the amendment or amendments as advertised

may be adopted without any further action by unanimous vote of the members present and voting at said meeting.
